NCSOC Launches Cyber Defense Hub

Launch of National Cyber Protection Strategy and Operations Centre

Sri Lanka has taken a significant step towards securing its digital future with the launch of the National Cyber Protection Strategy (2025-2029) and the inauguration of the National Cyber Security Operations Centre (NCSOC). This initiative marks a pivotal moment in the country's efforts to build a secure, reliable, and inclusive digital ecosystem.

The strategy was unveiled during a ceremony held at the Bandaranaike Memorial International Conference Hall (BMICH) in Colombo. The event was attended by key stakeholders, including government officials, digital economy experts, and representatives from various sectors. The President emphasized the importance of digitalization in driving economic and social progress, highlighting that transparency and efficiency across all sectors are essential for sustainable development.

Key Objectives of the Strategy

The National Cyber Protection Strategy is designed to establish a comprehensive legal and administrative framework for cyber security. It aims to create a skilled workforce equipped with expertise in cyber security, enhance public awareness, and improve the preparedness of state institutions. Additionally, it seeks to strengthen the capacity of Sri Lanka CERT and foster collaboration among multiple stakeholders to ensure a secure cyberspace.

The NCSOC, which was officially opened during the ceremony, will play a crucial role in monitoring 37 critical digital infrastructure institutions, including the Department of Immigration and Emigration, the Department of Motor Traffic, and the Department of Inland Revenue. The center will provide 24-hour monitoring of cyber threats, issue immediate alerts, and protect government systems and public digital services. It will also support both state institutions and the private sector by strengthening system resilience, providing early warnings, and ensuring swift responses to threats.

Benefits of the National Cyber Security Operations Centre

The establishment of the NCSOC brings several benefits, including continuity of operations, rapid response to cyber threats, cost-effectiveness, compliance with security standards, and increased trust in digital services. By continuously monitoring cyber risks and attacks, the center ensures that the nation remains resilient against evolving threats.

The strategy was formally presented to the President by the Deputy Minister of Digital Economy, Eranga Weeraratne. During his address, the President highlighted the importance of leveraging scientific and technological advancements for national progress. He emphasized that the national cyber security framework will be crucial in safeguarding national security, strengthening the economy, and protecting citizens' way of life.

A New Era of Digitalization

The President stressed that digitalization is not just about technology but about creating a more efficient and transparent society. He noted that countries that embrace digital transformation rapidly move forward, while those that fail to do so risk falling behind. This sentiment underscores the urgency of implementing the National Cyber Protection Strategy to ensure that Sri Lanka remains competitive in the global digital landscape.

Digitalization, according to the President, is a priority for the government, as it enables transparency in procurement, grants, recruitment, and policy decisions. It also creates new markets and economic opportunities, allowing businesses to access emerging markets and drive innovation.

Addressing Concerns About Digitalization

Some people express concerns that digitalization may lead to a loss of human emotions and connections. However, the President clarified that humans remain naturally emotional and socially connected. He argued that the path forward lies in building a robust network to prevent potential risks, using technology itself as the foundation. This dynamic process requires continuous development, as knowledge today generates new knowledge, driving rapid transformation.

Conclusion

The National Cyber Protection Strategy and the NCSOC represent a major milestone in Sri Lanka's digital economic journey. They highlight the government's commitment to ensuring security, resilience, and reliability in the digital space. As the nation moves forward, the integration of modern technology into state mechanisms will be essential for achieving long-term growth and development. The efforts of scholars and professionals in advancing these initiatives have been recognized and appreciated, marking a new chapter in Sri Lanka's digital transformation.
