Major Redevelopment Project Begins in Hanoi

Hanoi is set to embark on a significant urban transformation, with the construction of a new square and park on the eastern side of Hoan Kiem Lake. This project, scheduled to begin before October 10, aims to revitalize one of the city’s most iconic public spaces. The redevelopment covers an area of 2.14 hectares and follows the relocation of 17 government agencies and 42 households from the site.

The project will be carried out in two distinct phases. The first phase involves clearing over 21,000 square meters of land and developing a transit-oriented development (TOD) hub that connects to public transportation systems. Authorities have developed comprehensive resettlement plans for those affected, including providing land plots in Dong Anh Commune. This ensures that displaced residents are supported during the transition.

Cultural and architectural heritage will remain a priority throughout the project. Key landmarks such as the Department of Culture building and the Institute of Literature will be preserved. The historic power station will be assessed for potential relocation, while some electricity sector buildings will be temporarily retained until final decisions are made in the second phase. Additionally, efforts are underway to conserve the Art Deco-style headquarters of Hoan Kiem Power Company, with possibilities for opening its first floor to the public.

Underground Transformation in Phase Two

The second phase of the project will focus on transforming the space underground. Plans include the construction of three basement levels that will connect to Station C9 on Metro Line 2 (Nam Thang Long–Tran Hung Dao). Engineers will work on designing technical solutions to ensure the safety of preserved heritage sites during the underground development.

The timing of the square’s construction aligns with Hanoi's 71st Liberation Day celebrations on October 10, 2025. This symbolic milestone underscores the city’s commitment to completing significant projects. The Hoan Kiem Ward People’s Committee has emphasized expediting compensation procedures and ground clearance for Phase 1 to meet the deadline.

Broader Urban Revitalization Efforts

The new square is part of a larger initiative to modernize central Hanoi. The city is also renovating Dong Kinh Nghia Thuc Square at the northern tip of Hoan Kiem Lake. This project has already involved the demolition of the "Shark Jaw" building at 1–3–5 Dinh Tien Hoang. Future plans include installing LED screens at the corner of 7–9 Dinh Tien Hoang and modernizing building facades along Dinh Tien Hoang, Cau Go, and Hang Dao Streets.

Hoan Kiem Lake itself spans 12 hectares and is bordered by Dinh Tien Hoang, Hang Khay, and Le Thai To streets. The area is a hub of government offices, cultural institutions, and historic landmarks. Notable sites include the special national relic complex of Hoan Kiem–Ngoc Son and the Ba Kieu Temple. These landmarks contribute to the cultural and historical significance of the region.

Conclusion

This ambitious redevelopment project highlights Hanoi’s efforts to balance modernization with the preservation of its rich heritage. By integrating public transportation, preserving historical sites, and creating new public spaces, the city aims to enhance both functionality and aesthetics. As the project progresses, it will serve as a model for future urban developments in Vietnam.
