Strengthening Ties: Pakistan and China Commit to CPEC 2.0
Pakistan and China have reaffirmed their commitment to deepening bilateral relations, expressing satisfaction with the positive trajectory of their partnership. During a meeting between Prime Minister Shehbaz Sharif and Chinese Premier Li Qiang, both leaders emphasized the importance of continuing cooperation on the next phase of the upgraded China-Pakistan Economic Corridor (CPEC 2.0). This initiative includes five new corridors aimed at enhancing economic collaboration and mutual growth.
The discussions highlighted the strong foundation of the Pakistan-China relationship, which has been characterized by unwavering support and strategic cooperation. The prime minister expressed his gratitude to the Chinese leadership for their steadfast backing in matters of territorial integrity, sovereignty, and socio-economic development. He also noted the significant role that China has played in Pakistan’s progress over the years.
Building upon the consensus reached during President Xi Jinping’s recent meeting with the prime minister, both leaders reiterated their shared commitment to strengthening the all-weather strategic cooperative partnership between the two nations. The signing of the Joint Action Plan 2024-2029 was seen as a critical step in this direction, outlining a roadmap for future collaboration.
Prime Minister Shehbaz Sharif praised China's remarkable transformation under President Xi Jinping’s visionary leadership, emphasizing Pakistan’s desire to emulate China’s successes. He outlined his government’s ongoing reform efforts, which have yielded promising results, supported by China’s continued assistance. Additionally, he announced plans to introduce Panda Bonds in the Chinese capital market, further deepening financial ties between the two countries.
Economic Collaboration and Strategic Priorities
On the economic front, the prime minister highlighted the significant contributions of the CPEC, a flagship project of President Xi Jinping’s Belt and Road Initiative (BRI), to Pakistan’s socio-economic development over the past decade. He stressed the need for the early implementation of key projects such as ML-I, KKH realignment, and the operationalization of Gwadar Port, which are vital for regional connectivity and trade.
The prime minister also briefed the Chinese Premier on the B2B Investment Conference held earlier in the day, where over 300 Pakistani and 500 Chinese companies participated. He identified several priority areas for mutually beneficial economic collaboration, including agriculture, mines and minerals, textile, industrial sector, and information technology.
In addition to economic cooperation, the prime minister reiterated Pakistan’s support for President Xi Jinping’s initiatives to strengthen multilateralism, including the Global Governance Initiative, Global Development Initiative, Global Security Initiative, and Global Civilization Initiative. These efforts reflect a shared vision of global stability and prosperity.
Celebrating Milestones and Signing Agreements
Both countries will celebrate the 75th anniversary of the establishment of diplomatic ties next year, marking a significant milestone in their long-standing relationship. During the meeting, the two leaders attended the ceremony for the exchange of Memorandums of Understanding (MoUs) and agreements signed between the two nations, covering areas such as CPEC 2.0, science and technology, IT, media, and agriculture.
The delegation-level talks were followed by a sumptuous luncheon hosted by the Chinese Premier in honor of the prime minister and his delegation. The prime minister highlighted the significance of the agreements signed between Chinese and Pakistani joint venture partners, which totaled $1.5 billion, along with MoUs worth $7 billion. A total of 21 memorandums of understanding were signed across various sectors.
Commitment to Investor Facilitation and Security
Welcoming the high-level delegates, Prime Minister Shehbaz Sharif described the forum as a reflection of the iron-clad brotherhood between Pakistan and China. He addressed concerns about bureaucratic delays, issuing a clear message: "We will not tolerate a second's delay." He cited an example where a Chinese entrepreneur was facilitated within 24 hours, underscoring Pakistan’s commitment to investor facilitation.
He reassured the Chinese delegation of Pakistan’s unwavering commitment to treating Chinese investors as partners, stating, "Pakistan is your second home, just as China is ours." He also emphasized the security of Chinese nationals in Pakistan, stating it is a top priority.
Vision for the Future
Reflecting on the CPEC agreement signed in 2015 during President Xi Jinping’s historic visit to Pakistan, the prime minister credited the first phase of CPEC with transforming Pakistan’s energy and infrastructure landscape. He noted the shift from daily power outages to energy self-sufficiency, calling it a turning point for the country.
The launch of CPEC 2.0 marks a new phase focused on business-to-business investments in agriculture, IT, AI, minerals, and industrial relocation. The prime minister urged Chinese investors to partner with Pakistan in modernizing its agricultural practices and increasing exports, highlighting the potential of Special Economic Zones (SEZs) in attracting investment through competitive advantages.
Prime Minister Shehbaz Sharif commended President Xi Jinping’s leadership in promoting multilateralism and shared prosperity, noting that China has changed the destinies of many nations. He concluded by reiterating the strength and depth of Pakistan-China relations, describing them as unmatched, higher than the Himalayas, deeper than the deepest oceans, sweeter than honey, and stronger than steel.
