Ukraine Condemns IPC Decision to Lift Sanctions on Russia and Belarus

The International Paralympic Committee (IPC) has made a controversial decision to lift all sanctions against Russia and Belarus, sparking strong reactions from Ukraine. The country's government and sports officials have criticized the move, accusing those who supported it of betraying their conscience and Olympic values.

The sanctions were initially imposed in response to Russia's full-scale invasion of Ukraine in 2022. This conflict saw Russian forces using Belarusian territory as a route to attack Kyiv. As a result, both nations faced restrictions on their participation in international sporting events.

At the IPC's general assembly held in Seoul, the organization first voted against a full suspension of Russia. The result was 111 votes in favor, 55 against, with 11 abstentions. A subsequent vote was conducted on the partial suspension that had been in place, which also failed, with 91 votes against and 77 in favor, along with 8 abstentions. The same voting process was applied to Belarus, leading to the removal of its partial suspension as well.

What Did the IPC Say?

In a statement, the IPC explained that the decision would allow the National Paralympic Committees of Belarus and Russia to regain their full rights and privileges under the IPC Constitution. The committee emphasized that it would work closely with the two countries to implement practical arrangements for this transition as soon as possible.

This means that athletes from Russia and Belarus may now compete under their national flags at the Milan-Cortina Winter Paralympics next year. However, this development comes amid an ongoing war and occupation, raising concerns among many international observers.

Despite the IPC’s decision, the International Olympic Committee (IOC) has maintained strict rules regarding the participation of athletes from these two countries. They will be allowed to compete as neutrals but will not be permitted to take part in team sports or display any national symbols during competitions.

Ukraine's Strong Reaction

Ukraine's Sports Minister, Matviy Bidnyi, strongly condemned the IPC's decision, accusing those who supported it of betraying their conscience and Olympic values. He called on European partners hosting the upcoming Winter Paralympic Games to prevent the flag of the aggressor state from being raised in a free and democratic space while the war continues.

Bidnyi added that Ukraine’s final decision on whether to participate in the event would be made collectively at a later stage. This indicates that the country is still weighing the implications of the IPC's decision and its potential impact on the integrity of the Paralympic Games.

Federations Will Make Final Decisions

The Russian and Belarusian National Paralympic Committees were partially suspended following Russia’s invasion of Ukraine in 2022. At last year’s Paralympic Games in Paris, their athletes were only allowed to compete as neutrals after undergoing a rigorous vetting process.

It remains uncertain whether athletes from either country will participate in the Milan-Cortina Winter Paralympics. The final decision rests with the respective sports federations, which continue to impose their own sanctions on athletes from Russia and Belarus. This adds another layer of complexity to the situation, as the outcome could depend on the actions of individual federations rather than a unified policy.
