DL E&C Engages Philippine President on Energy and Infrastructure

Strategic Collaboration Between DL E&C and the Philippines
DL E&C recently announced that its key executives, including CEO Park Sang-shin, met with Philippine President Ferdinand Marcos Jr. in Busan earlier this month. The meeting aimed to explore potential cooperation in energy and infrastructure projects. President Marcos was in South Korea to attend the Asia-Pacific Economic Cooperation (APEC) summit held in Gyeongju, North Gyeongsang Province.
During the discussions, the focus was on collaboration between DL E&C and the Philippine government regarding ongoing energy and infrastructure projects. The Philippine government is actively seeking global partnerships to develop nuclear power plants, which are seen as a solution to the country's increasing electricity demand.
Advancements in Nuclear Technology
DL E&C has already taken significant steps towards this goal by signing a business agreement with Meralco, the largest power company in the Philippines. The partnership aims to introduce small modular reactors (SMRs) in the country. SMRs represent a new generation of nuclear reactors that are about one-hundredth the size of traditional large-scale reactors. These compact units offer enhanced safety features and do not require extensive land, making them suitable for construction near power demand centers such as industrial complexes.
With the rapid growth of electricity demand driven by the AI era, SMRs are gaining recognition as a reliable and sustainable energy source. Their smaller scale allows for more flexible deployment and reduces the environmental impact associated with large-scale nuclear projects.
Long-Term Partnership with the Philippines
DL E&C’s relationship with the Philippines dates back to 1993 when it secured a contract to construct a gas desulfurization facility for the Philippine National Oil Company. Over the years, the company has established itself as a leader in the construction sector within the country, completing 15 projects – the highest number in the industry.
One of the most notable achievements was the completion of the Philippines RMP-2 refinery in 2015. This project, commissioned by Petron, the country’s largest oil refiner, was the largest-ever plant project in Southeast Asia. The contract value for the project reached approximately 2.25 trillion Korean won, marking a significant milestone for a South Korean construction company in the region.

CEO Park Sang-shin expressed confidence in DL E&C's position as the optimal partner for the Philippine government’s energy projects. He emphasized the company's technological expertise and proven track record in the energy sector.
