Ho Chi Minh City Seeks $2B Boost for Second Metro Line

Overview of the Ben Thanh–Tham Luong Metro Line Expansion
The long-stalled Ben Thanh–Tham Luong metro line in Ho Chi Minh City is undergoing a significant transformation. Officials have proposed increasing the total investment to VND52.047 trillion (US$1.98 billion), up from the previous amount of VND47.89 trillion. This increase aims to support expanded construction, updated technology, and rising costs associated with the project.
The proposal was included in a revised plan for Metro Line 2 submitted by the Management Authority for Urban Railways (MAUR). The city has decided to shift the project's financing from ODA loans to its own budget, which has prompted the need for additional funding.
Key Changes and Project Scope
Alongside the nearly 9% increase in funding, MAUR has proposed expanding the project scope. This includes adding a new link to Metro Line 1 at Ben Thanh Station and upgrading facilities within the Tham Luong depot. These changes are intended to ensure the route remains fully compatible with future lines, such as Metro Line 6, as well as the proposed connection between Tan Son Nhat Airport and Long Thanh Airport, located 40 km away in Dong Nai Province.
Under the updated design, the Ben Thanh–Tham Luong line will extend for 11.269 km, slightly longer than before, with 9.255 km underground. The route will include 10 underground stations, one elevated station, and a single depot. The city also plans to upgrade the system to handle significantly higher demand, with peak-hour passenger volumes expected to exceed 11,800 people per direction by 2030, 28,500 by 2040, and 40,500 by 2060. Initially, 14 three-car trains will be used, but this number will gradually increase to 16 and then 22 six-car trains.
Technical and Financial Updates
A major technical change involves switching from a third-rail power system to overhead electrification, aligning with the system used on Metro Line 1 to reduce safety risks. Additionally, regenerative braking will be introduced to capture energy and lower electricity consumption.
The updated costs include VND5.096 trillion for land clearance and over VND28.8 trillion for construction and equipment. The remaining funds will cover consulting services, contingencies, taxes, and project management.
Historical Context and Future Plans
Approved back in 2010, Metro Line 2 was envisioned as a key mass-transit corridor linking downtown HCMC with the northwest gateway. However, the project has faced repeated setbacks due to funding issues, procedural delays, and challenges with land clearance, leaving construction still unstarted.
The latest plan schedules the groundbreaking for January 15, 2026, with completion targeted for 2030. This overhaul represents a critical step forward for the city’s transportation infrastructure, aiming to meet growing demands and integrate seamlessly with future developments.
