Liberia's Hydropower Revived with $7.4M AfDB Loan

ADF Provides Critical Funding to Complete Liberia’s Hydropower Project
The African Development Fund (ADF) has taken a significant step in supporting Liberia's renewable energy ambitions by approving a $7.41 million financial injection to complete the Renewable Energy for Electrification project. This initiative is a key component of the country's efforts to expand access to electricity and promote sustainable development.
The funding is specifically aimed at addressing critical financial and operational challenges that have delayed the project. At the heart of this initiative is the construction of a 9.34-megawatt run-of-river hydropower plant located at Gbedin Falls in Nimba County. This plant is expected to play a vital role in meeting the energy needs of the region.
Addressing Financial and Operational Challenges
The additional loan is intended to overcome cost overruns that have occurred during the construction phase of the hydropower plant. It will also cover expenses related to associated infrastructure, ensuring that all necessary components of the project are completed on time. In addition, the funding will help mitigate the impact of project management delays and provide essential capital for previously underfunded aspects of the project.
One of the most important elements of this supplementary financing is its focus on strengthening the project’s Gender Action Plan. This initiative aims to ensure that social safeguards are met and that the benefits of electrification actively contribute to promoting gender equality and empowering women within the local communities.
A Collaborative Effort with Long-Term Benefits
This project is the result of a collaborative effort between the Liberian government and the African Development Bank (AfDB). The initial approval of the project was granted in October 2019, and implementation began in March 2021 after the signing of financing agreements in early 2020.
Once completed, the Gbedin Falls plant is projected to generate approximately 56.5 gigawatt-hours of clean electricity annually. This reliable power supply is expected to benefit an estimated 60,000 people in Nimba County who currently lack access to the grid. This development marks a major milestone in Liberia’s ongoing efforts to expand electricity access and drive sustainable economic growth.
Environmental and Social Impact
The completion of the Gbedin Falls hydropower project is not only a step forward in providing clean energy but also a positive move toward reducing the country’s reliance on fossil fuels. By harnessing the natural flow of water, the project aligns with global efforts to promote renewable energy and reduce carbon emissions.
Moreover, the project emphasizes the importance of community engagement and social inclusion. The Gender Action Plan ensures that the benefits of electrification are distributed equitably, with a particular focus on empowering women and improving their quality of life. This approach is essential for fostering long-term sustainability and resilience in the region.
Looking Ahead
With the recent financial support from the ADF, the future of the Gbedin Falls project looks more promising than ever. The successful completion of this initiative could serve as a model for similar projects across Africa, demonstrating how renewable energy can be harnessed to improve lives and support economic development.
As Liberia continues to invest in its energy infrastructure, the Gbedin Falls hydropower plant stands as a symbol of hope and progress. It represents a commitment to sustainable development and a brighter future for the communities it serves.
