Narcotics HQ Launches Amid Leadership Void

Establishment of the Interagency Narcotics Joint Investigation Headquarters

On the 21st, the Interagency Narcotics Joint Investigation Headquarters (JIH) was officially launched at the Suwon District Prosecutors' Office. This new entity marks a significant step in the country’s efforts to combat narcotics-related crimes through enhanced collaboration among various law enforcement and investigative agencies.

The JIH was introduced by the Ministry of Justice and the Supreme Prosecutors' Office, bringing together a wide range of organizations such as prosecutors, police forces, the Korea Coast Guard, the Financial Supervisory Service, the National Tax Service, and the Immigration and Foreign Policy Headquarters. These agencies work collectively to address all stages of narcotics-related activities, from importation to distribution and supply. The headquarters comprises a total of 86 members, with 42 being prosecutors and 33 being police officers.

The Supreme Prosecutors' Office provided context for the establishment of the JIH, stating that narcotics crimes have increasingly shifted to non-face-to-face methods due to organized criminal groups. This shift has led to a sharp rise in drug-related incidents among younger individuals who have easy access to the internet, resulting in serious societal harm. The existing narcotics investigation system was deemed inadequate in addressing these evolving challenges.

Former chief of the Suwon District Prosecutors' Office, Park Jae-eok, who was initially considered a strong candidate for the JIH chief position, announced his intention to resign on the 17th, leaving the role vacant. The Ministry of Justice is expected to appoint a prosecutor of the chief prosecutor level to fill this position soon.

Structure and Organization of the JIH

The JIH is divided into two main sections: Section 1, which is centered around prosecutors, and Section 2, which focuses on police operations. The head of Section 1 is Shin Joon-ho, a former Supreme Prosecutors' Office Narcotics and Organized Crime Planning Officer, currently serving as the first chief prosecutor at the Busan District Prosecutors' Office. The head of Section 2 is Park Heon-su, the chief of the Incheon Metropolitan Police Agency Investigation Bureau.

Under these two sections, there are four prosecution teams, seven investigation teams, one investigation support team, and two special enforcement teams. When the investigation support team and special enforcement teams identify cases through information analysis and enforcement, the investigation teams initiate the process, while the prosecution teams handle supplementary investigations and other related tasks.

In addition to these internal teams, the JIH also benefits from the support of a crime prevention team and an overseas dispatch international cooperation team. These external units play a crucial role in enhancing the effectiveness of the JIH's operations.

Mission and Objectives

The Supreme Prosecutors' Office emphasized the JIH's mission to thoroughly block all crimes related to narcotics smuggling, distribution, and consumption. The goal is to ensure that citizens can enjoy a peaceful daily life in a society free from the dangers of narcotics.

Through this comprehensive and coordinated approach, the JIH aims to address the growing complexities of narcotics-related crimes and provide a more robust response to the challenges posed by organized criminal networks. By integrating the efforts of multiple agencies, the JIH represents a significant advancement in the nation’s fight against drug-related offenses.
