Internal Debate Over Party Constitution Amendment

A significant internal debate has emerged within the Democratic Party of Korea, centered around a proposed amendment to the party constitution. The initiative, led by party leader Jung Chung-rae, aims to implement a “one-person, one-vote” system for both delegates and general members. In response to these concerns, Park Soo-hyun, the chief spokesperson of the party, dismissed the allegations as “conspiracy theories.” On the 24th, Park made a public statement on Facebook, emphasizing his support for the concept of “one-person, one-vote,” while also advocating for additional measures to complement the system.

Park stated, “I actively agree with the argument that ‘while we sympathize with one-person, one-vote, we should supplement it.’ As my constituency is a ‘strategic region’ where the party’s approval rating is on average 25-30 percentage points lower, I am more than anyone in favor of ‘supplementation.’”

He further questioned whether the critics had even reviewed the “supplementation” included in the amendment. According to Park, the constitutional changes already address potential issues with the one-person, one-vote system.

“Critics are causing more misunderstandings by insisting, without basis, that ‘only one-person, one-vote is being rushed through,’” Park added. He also criticized the spread of conspiracy theories, such as the claim that the revision is solely aimed at securing Jung Chung-rae’s re-election. These theories, he argued, have turned sincere proposals for the party’s benefit into confusion rather than constructive dialogue.

Addressing Concerns About the Process

Park also addressed claims that the amendment process was rushed. He refuted these assertions, stating, “After publicly initiating the already disclosed voting procedure, arguing to postpone it at the last moment distorts the essence.”

He proposed moving forward with the historic constitutional and regulatory amendment during today’s party affairs committee and the central committee on the 28th. Park suggested that after passing the amendment, the party could then use the already planned “Task Force for Reestablishing the Role of Delegates” to explore better solutions and potentially revise the system again in the future.

The amendment promoted by Jung seeks to remove the clause that stipulates the reflection ratio of delegates’ and party members’ votes should be “less than 20:1.” This change would equalize the value of their votes, giving each member an equal say in decision-making processes.

Despite receiving 86.81% approval in a party-wide vote between the 19th and 20th, the amendment faced controversy due to the low turnout of 16.81%. This has raised questions about the legitimacy and inclusivity of the process, with some members feeling that the voices of the broader party base were not adequately represented.
