Sudan’s Delegation Withdraws from U.N. Tourism Organization Vote

On Sunday, November 9, 2025, Sudan’s delegation withdrew from the U.N. Tourism Organization (UN Tourism) General Assembly in Riyadh, boycotting the vote to select a candidate from the United Arab Emirates (UAE) as the organization’s new Secretary-General. This decision marked a significant moment in the assembly, which was held under the theme “AI-Powered Tourism: Redefining the Future.”

The General Assembly approved the UAE’s Shaikha Al Nuwais as Secretary-General for the 2026–2029 term, following the recommendation of the Executive Council in Spain last May. The selection process, however, faced immediate backlash from the Sudanese delegation, who walked out during the second session of the assembly when the vote took place.

Sudan’s withdrawal came after Minister of Culture, Information, and Tourism Khalid Al-Aisar delivered a speech highlighting Sudan’s position against the appointment of a UAE representative. According to the Sudan News Agency (SUNA), the delegation left the session to confirm their stance on rejecting the selection of a chief for the U.N. Tourism Organization from the UAE.

Sudan’s Criticism of the UAE

In his address, Al-Aisar criticized the systematic destruction of the tourism sector’s infrastructure, attributing it to attacks by the Rapid Support Forces (RSF) militia, which he claimed were supported by regional and external powers. He argued that these countries have provided financial and military support to fuel the conflict, which has severely damaged the capabilities of the Sudanese people and their country.

Sudan, according to Al-Aisar, is rich in tourist attractions, historical landmarks, ancient civilizations, and nature reserves. However, the ongoing conflict has significantly hindered the development of its tourism industry. The minister emphasized that Sudan has evidence of the UAE’s continued supply of advanced weapons to the RSF and its provision of political cover. As a result, Sudan has classified the UAE as an aggressor state.

Sudan’s Call for International Support

Al-Aisar used the platform to urge world countries to stand with Sudan and its people. He stated that while the assembly is focused on tourism, it also serves as an opportunity to call on member states and associates of the U.N. Tourism Organization to condemn positions and practices that undermine stability and development in member states.

He further called on the international community to take a unified stance against countries and entities that support “outlaw” armed groups, emphasizing the need to protect human heritage. This message was delivered with a clear focus on addressing the root causes of instability in the region.

The Significance of the General Assembly

The General Assembly, which convenes to approve the budget and work program, coincides this year with the 50th anniversary of the U.N. Tourism Organization. This milestone highlights the importance of the organization in promoting sustainable tourism and fostering global cooperation.

As the assembly continues, the withdrawal of Sudan’s delegation underscores the growing tensions between member states over issues of sovereignty, regional conflicts, and the role of international organizations in mediating such disputes.
