Establishment of the National Science AI Research Institute

The National Science AI Research Institute is set to begin full-scale preparations this month, with an expected opening in June. This initiative involves government-funded research institutes collaborating to explore the potential of artificial intelligence (AI) in scientific and technological innovation. The plan was unveiled by Chairman Kim Young-sik of the National Research Council of Science & Technology (NST) during a work report session for the Ministry of Science and ICT on the 12th.

According to NST, the ‘National Science AI Research Institute’ will start its establishment process this month. It will focus on finalizing the construction of its office building, AI infrastructure, and operational system. The institute aims to serve as a central hub for AI-driven scientific and technological advancements within government-funded research institutes.

Budget and AI Research Initiatives

This year’s budget for the National AI Research Institute is approximately 40 billion Korean won. A key component of the initiative is the pilot program for the ‘AI Research Companion,’ which targets government-funded research institutes. The ‘AI Companion Research’ model introduces a new approach where AI acts as a partner to scientists throughout the entire research process. This includes experiment design, data analysis, and result interpretation.

Structural Changes in Research Management

With the abolition of the Project-Based System (PBS) this year, government-funded research institutes will transition to operating ‘Strategic Research Units’ focused on strategic technology R&D. To support these units, NST plans to establish a dedicated organization in February. This organization will assist in managing strategic research projects throughout their lifecycle. Additionally, an industry-academia-government consultative body will be formed to aid in research planning.

Evaluation System Reforms

The evaluation system for government-funded research institutes is also undergoing significant changes. The existing three-year management evaluation and six-year research evaluation will be integrated into a unified annual ‘Integrated Evaluation System.’ This new system will assess both research and management aspects starting this month.

As part of these reforms, a new performance-based bonus system will be introduced in July. This system will reflect the results of the integrated evaluation and provide special bonuses to outstanding researchers. These changes aim to enhance the efficiency and effectiveness of research activities within government-funded institutions.
